No doubt some police officials and a city councilman in San Luis, Ariz., have learned a painful lesson in the wake of controversy over the waiver of a traffic ticket given to the wife of the council member. But the fallout should have been foreseeable, and therefore avoidable.

 

To recap: In January, the wife of Joe Harper allegedly stopped her car in the middle of the roadway to greet a sibling she happened to see on the sidewalk.
