Magisterial District Judge Mark Bruno took the stand on Monday in the federal ticket fixing trial involving Philadelphia Traffic Court and strongly denied that he had ever engaged in the culture of “consideration” that is at the heart of the prosecution’s case.

Bruno, who the government contends fixed two traffic citations and asked for help in dismissing a third, said that he had never heard of the term “consideration” as related to traffic tickets until the trial of the former Traffic Court judges began some seven weeks ago.
